Directories overrun with crap

I run three free directories, including the one here. My submission queues are so backed up with utter crap that I can’t keep up and get the decent sites approved in a reasonable amount of time. Nor can I possibly look at every site carefully - I’m having to delete a lot of them based on just content. For example over 99% of the travel sites I’ve had submitted are crap, so I delete almost everything travel oriented now without even looking at it.

Tons of them don’t even follow simple rules. I get pharm and gambling sites, I get deep links - it just doesn’t matter what the rules say or how clearly they’re displayed. A few webmasters are submitting crap all over the web like their lives depend on it, and ruining everything for everyone else.

I don’t currently have any good plans for dealing with this. All I can think of is demanding paid submissions, but that raises it to a new level of responsibility for me. If people pay, they deserve to have their sites looked at in a reasonable amount of time, plus I really don’t care to have billions of payments getting refunded through PayPal when I refuse to accept a site.
